Freeze both gel packs for at least 6 hours. Overnight is better. Seat one pack in the base and one in the lid, then lay the pen in the moulded channel between them.

Nothing should sit directly against a frozen pack. The interior is shaped to prevent this, so use it as designed.

The display on the lid reads the temperature inside, so you can check it without opening the case.

Neither piece has a battery and there is nothing that needs charging, so there is nothing here that airline rules treat as a powered device. It travels in hand luggage.

Gel packs are usually accepted when frozen solid, but the rules genuinely differ by country and by airline, and they change. Check your route before you fly.
